India and Japan Defence Technology Agreement

India and Japan have recently signed a Memorandum of Implementation (MoI), which focuses on the co-development of the UNICORN mast. The UNICORN is a conical structure that enhances stealth on naval warships, which falls under the India-Japan Defence Technology Cooperation framework.

Significance of the MoI

The MoI marks a historic moment, which represents the first export of defence technology from Japan to India. This follows the bilateral agreement on defence equipment and technology transfer established in 2015. The agreement aims to strengthen military collaboration between the two nations.

Details of the UNICORN

The UNICORN mast integrates advanced communication systems, which improves the stealth capabilities of naval platforms. Bharat Electronics Limited in India will co-develop this technology with Japanese partners. This collaboration marks India’s push for modernisation in its naval capabilities.

Previous Defence Negotiations

India and Japan have previously discussed military hardware procurement. They explored the acquisition of amphibious planes for the Indian Navy. However, these negotiations stalled due to high costs and other priorities.

Recent Developments

The MoI was signed in Tokyo between Indian Envoy Sibi George and Ishikawa Takeshi. This event followed a 2+2 inter-Ministerial dialogue held in August 2024. The dialogue emphasised the early transfer of UNICORN technology and related systems.

Both nations are looking to enhance cooperation in ship maintenance. They are also considering joint defence and security assistance to third countries. This collaboration aims to promote peace and stability in the Indo-Pacific region.

Historical Context

Japan has been cautious in exporting military equipment due to its pacifist constitution. However, recent developments indicate a shift towards more robust defence partnerships. The cooperation on UNICORN is an important step in this direction.
