Launch of Digital Life Certificate Campaign 3.0

Union Minister Jitendra Singh announced the launch of the Digital Life Certificate (DLC) Campaign 3.0 in India. This initiative aims to digitally empower pensioners. It is part of Prime Minister Narendra Modi’s vision for enhancing the welfare of pensioners through technology. The campaign runs from November 1 to November 30, 2024.

What is the Digital Life Certificate?

The Digital Life Certificate, also known as Jeevan Praman, is a digital document that verifies the life status of pensioners. It was first introduced in 2014 as a part of the government’s efforts to streamline pension services. In 2021, a Face Authentication feature was added to improve security and ease of use.

Campaign Timeline and Locations

DLC Campaign 3.0 will take place across 800 cities and towns in India. The campaign includes 1,900 camps where pensioners can submit their life certificates. This extensive initiative is supported by 1,100 nodal officers to assist pensioners.

How to Submit Digital Life Certificates

Pensioners have multiple options to submit their Digital Life Certificates. They can do this from home, at Pension Disbursing Banks, or through India Post Payments Bank (IPPB). This flexibility ensures that all pensioners can participate, regardless of their location.

Collaborative Effort

The campaign is a collaborative effort involving various stakeholders. It includes 19 Pension Disbursing Banks, 57 Pension Welfare Associations, and the Controller General of Defence Accounts (CGDA). The UIDAI is also involved, ensuring a comprehensive approach to digital empowerment.

Previous Campaigns

DLC Campaign 1.0 was launched in 2022, covering 37 cities. DLC Campaign 2.0 expanded to 597 locations across 100 cities in 2023, generating 1.47 crore Digital Life Certificates. Of these, 45.46 lakh were for Central Government pensioners. Notably, 25.41 lakh used Face Authentication, benefiting many elderly pensioners.

Awareness and Outreach

To promote awareness, the Department of Pension & Pensioners’ Welfare (DPPW) has initiated a comprehensive outreach campaign. This includes social media, television, radio jingles, and training for stakeholders. The goal is to inform pensioners about the DLC Campaign 3.0 and its benefits.

Support and Feedback

Minister Singh encourages pensioners to provide feedback on the campaign. This can be done through Pension Welfare Associations, social media, or a dedicated helpline at 1-800-111-960. Feedback is crucial for identifying issues and improving service delivery.

Real-Time Monitoring

Progress will be monitored through real-time data on the DLC portal. This allows for timely adjustments based on input from stakeholders and pensioners. The system aims to remain accessible and efficient.

Alternative Submission Methods

For pensioners who cannot access digital platforms, traditional submission methods remain available. They can submit life certificates by visiting pension offices or using post offices. The government aims to ensure that no pensioner is excluded from the process.

The launch event for DLC Campaign 3.0 included key officials from various departments and organizations. Their involvement underscores the collaborative nature of the initiative and the commitment to enhancing pensioner welfare.
