Sikkim Implements Odd-Even Traffic Rule in Gangtok

The Government of Sikkim introduced an Odd-Even traffic regulation in Gangtok. This measure aims to alleviate traffic congestion in the city. The initiative affects both private and government vehicles.

Traffic Regulation Details

The Odd-Even rule applies to the Gangtok Municipal Corporation area. It stretches from Mayfair Fatak to GICI, Zero Point. The regulation operates during specific hours:

  • Morning: 9:30 A.M to 12:00 P.M
  • Afternoon: 3:30 P.M to 6:00 P.M

There is a break between 12:00 P.M and 3:30 P.M. This period is known as the ‘window/exemption period.’ It allows for urgent tasks and essential travel.

Odd-Even Vehicle Movement

Vehicles are categorized based on their registration numbers.

Odd Digits: Vehicles with registration numbers ending in odd digits can operate on odd dates.

Even Digits: Vehicles ending in even digits can operate on even dates.

This system aims to reduce the number of vehicles on the roads at any given time.

Exemptions to the Rule

Certain vehicles are exempt from the Odd-Even regulation. These include: –

Taxis – Government Vehicles: Specifically, those of Additional Secretary level and above.

Emergency Services: Ambulances, police vehicles, and fire tenders are not affected.

These exemptions ensure that essential services can continue to operate without hindrance.

Media and Tourist Exemptions

Media personnel are also exempt from the rule. They must present valid press cards issued by the Information & Public Relations department. Tourists driving private vehicles from West Bengal and Bihar are exempt as well. They need to show valid ID cards to avoid unnecessary delays.

Special Provisions for Events

During the wedding season, additional provisions are in place. Up to four vehicles are permitted for weddings. For funerals, up to ten vehicles can operate. This requires permission from the relevant authorities.

Implementation Under the Law

The Odd-Even traffic regulation is enforced under Section 115 of the Motor Vehicle Act 1988. This legal framework allows the government to implement such measures for traffic management. The initiative is part of a broader strategy to improve urban mobility in Gangtok. It aims to make travel safer and more efficient for residents and visitors alike.
