Dhangars Demand Grazing Corridors in Maharashtra

Recently, a large group of Dhangars marched to the office of the subdivisional officer in Khamgaon, Maharashtra. They demanded a “grazing corridor” for their sheep and goats.

Who are the Dhangars?

The Dhangars are a community of shepherds. They live in several states, including Maharashtra, Gujarat, Karnataka, and Andhra Pradesh. They are also known by names like Golla and Kuruba in other regions.

Status and Recognition

The Dhangars are listed as Vimukta Jati and Nomadic Tribes (VJNT) in Maharashtra. They have been demanding Scheduled Tribe (ST) status for decades. Dhangar leaders say they are recognized as “Dhangad” in other parts of India and receive ST reservations.

Livelihood and Culture

Dhangars have herded their animals along specific routes for many years. However, the forest department has marked protected forests, leading to conflicts with the Dhangars. Forest department has erected walls along their grazing routes, and they are often seen as encroachers, facing heavy fines and legal cases. The Dhangars follow the rains and travel along specific routes.  These routes are crucial for their economy and cultural heritage.

Grazing Rights

The demand for “grazing corridors” is about recognizing their right to graze along traditional routes. They argue that grazing by sheep and goats does not harm forests. Instead, he claimed that these animals enrich the land.

Caste and Political Aspects

The Dhangars’ demand for grazing rights is linked to their request for ST status. This has faced opposition from existing STs in Maharashtra, who fear losing their benefits.

The Forest Rights Act, 2006, allows traditional occupations, but Dhangars, as nomadic tribes, have not benefited from it.

Community Profile

The current population of Dhangars is uncertain, but estimates suggest around 1 crore, making up about 9% of Maharashtra’s population. Approximately 40% depend solely on herding.

Political Influence

The Dhangars have good presence in Western Maharashtra and can influence election results in several Lok Sabha and Assembly seats. Two notable members, Mahadev Jankar and Gopichand Padalkar, are part of the ruling Mahayuti. Jankar is a former minister who lost a recent election, while Padalkar is a BJP MLC.
