Sheikh Mishal al-Ahmad al-Sabah: Kuwait’s New Emir
Kuwait’s new emir, Sheikh Mishal al-Ahmad al-Sabah, formally assumed leadership in a swearing-in ceremony before parliament following the passing of his half-brother, Sheikh Nawaf al-Ahmad al-Sabah. The ceremony, held during a special session of the National Assembly, marked the beginning of Sheikh Mishal’s rule over the Gulf monarchy.
Inaugural Pledge
In his inaugural address, Sheikh Mishal pledged to safeguard the country and its people, emphasizing adherence to constitutional principles and a commitment to fighting corruption. He swore to respect the constitution and the laws of the state, defend liberties, interests, and properties of the people, and ensure the independence and territorial integrity of Kuwait.
Transition of Leadership
At 83 years old, Sheikh Mishal becomes Kuwait’s third ruler in just over three years. He assumed a de facto leadership role in 2021 when Sheikh Nawaf handed over most of his duties due to frailty. Sheikh Mishal’s extensive experience includes serving as deputy chief of the National Guard from 2004 to 2020 and heading State Security for 13 years after joining the Ministry of Interior in the 1960s.
Continuation of Foreign Policies
Sheikh Mishal is expected to preserve key Kuwaiti foreign policies, including support for Gulf Arab unity and Western alliances. Maintaining good relations with Saudi Arabia is considered a top priority, while potential expansion of ties with China aligns with Beijing’s growing role in the region.
Challenges Ahead
As the new emir, Sheikh Mishal faces challenges such as longstanding tensions between the ruling family and critics in the parliament. Political friction has hindered fiscal and economic reform efforts. In 2022, Sheikh Mishal intervened in a dispute, dissolving parliament, decreeing new elections, and replacing the prime minister without intending to interfere in the election process.
Commitment to Reform and Oversight
After being sworn in, Sheikh Mishal criticized past appointments that lacked justice and fairness. He stressed the importance of follow-up, responsible oversight, and objective accountability within the framework of the constitution and the law, particularly in cases of negligence and tampering with citizens’ interests.
Prospects for Reformist Leadership
Analysts suggest that Sheikh Mishal is likely to rule as a “reformist,” emphasizing a commitment to impartial decision-making and opposing nepotism or favoritism. They see Sheikh Mishal as someone who prioritizes justice and fairness in decision-making.
