Indian Navy’s 360 Degree Appraisal Mechanism

The Indian Navy has recently implemented a groundbreaking ‘360 Degree Appraisal Mechanism’ for its promotion boards. This transformative initiative aims to address the limitations of the existing assessment process by incorporating feedback from peers and subordinates. In this article, we’ll explore this new appraisal mechanism and how it differs from the traditional ‘Top-down’ approach.

Addressing the Shortfalls in Assessment

The current appraisal system, which relies on periodic Confidential Reports by senior officers, has limitations. One of the key shortcomings is its ‘Top-down’ approach, which fails to quantify a leader’s impact on their subordinates. To overcome these limitations, the Navy has introduced the ‘360 Degree Appraisal Mechanism.’

Encompassing Peer and Subordinate Feedback

Under this new mechanism, the Navy conducts large-scale surveys involving suitably identified peers and subordinates for every officer being considered for promotion. This comprehensive survey includes a wide range of questions covering aspects such as professional knowledge, leadership attributes, suitability in war or crisis situations, and potential for holding higher ranks.

Independent Analysis by a Board of Officers

The data collected through these surveys is not just for reference but is subjected to rigorous analysis by a designated Board of Officers, headed by a Flag Officer. This independent analysis ensures that the promotion decisions are based on a broader and more holistic assessment of an officer’s capabilities.

Feedback for Behavioral Improvement

One of the significant advantages of this new appraisal mechanism is that it provides valuable feedback to the officers. This feedback aims to facilitate behavioral changes and improvements in their leadership skills. By addressing areas that need enhancement, officers can strive for continuous growth and development.

A Global Trend

Similar appraisal systems are already in use by various national and international learning organizations. This underscores the Navy’s commitment to aligning with global best practices and ensuring that its promotion process is fair, transparent, and comprehensive.
