Recognized Employer Pilot
Canada is on the verge of launching a significant program aimed at streamlining the process for employers to hire foreign workers, demonstrating its commitment to addressing labor shortages and optimizing the recruitment process.
The Framework
Set to operate under the Temporary Foreign Worker Program (TFWP), the Recognized Employer Pilot is an innovative approach by the Canadian government. Central to this program is the Labour Market Impact Assessments (LMIA), a critical evaluation that Canadian employers must complete if they wish to hire foreign workers under the TFWP. With the new initiative, LMIAs will have an extended validity, lasting up to 36 months.
Eligibility Criteria
To qualify for this program, employers must have a track record. Specifically, they need to possess at least three positive LMIAs over the preceding five years. Moreover, these LMIAs should be for the same occupation, with these roles being determined as in-shortage based on the Canadian Occupational Projection System (COPS) data.
Rollout Timeline
There’s a phased approach for the implementation of the Recognized Employer Pilot. Primary agriculture employers are earmarked to commence their applications from September 2023. However, other employers will have to wait a bit longer, with their application window opening in January 2024. This entire pilot program has a definitive window, with employer applications scheduled to close by September 2024.
Streamlining Communication
One of the tangible benefits of this program is the expected reduction in communication touchpoints. The Department of Employment and Social Development (ESDC) foresees fewer interactions between themselves and the participating employers during the pilot. This reduction is anticipated thanks to simplified LMIA forms designed to ease the hiring process for additional temporary foreign workers during the pilot’s active period.
