Quality Control Orders for ‘Potable Water Bottles’ and ‘Flame-Producing Lighter’
The Indian government has taken a significant step towards enhancing the quality and safety standards of consumer products with the recent notification of new quality control orders (QCOs). These QCOs, covering potable water bottles and flame producing lighters, aim to strengthen the quality ecosystem in India and prioritize public health and safety.
QCOs Coverage and Certifications
The QCO pertaining to potable water bottles requires compulsory certification according to the relevant Indian Standards (IS) for the manufacturing and importation processes. The certifications will apply to potable water bottles made of copper, stainless steel, or aluminum. By introducing these certifications, the government aims to ensure the safety and quality of water bottles consumed by the public.
In the case of flame producing lighters, the QCO mandates compulsory certification under IS standards for both “Safety Specification for Lighters” and “Safety Specifications for Utility Lighters.” This regulation applies to flame lighters manufactured for the domestic market or imported into India. The objective is to enhance safety measures associated with lighters and prevent any potential hazards.
Relaxations for Micro and Small Industries
Recognizing the importance of supporting domestic micro and small industries, the government has provided relaxations in the timeline for implementing the QCOs. This step ensures that these industries can adapt to the new requirements effectively while fostering an environment conducive to ease of doing business.
Penalties for Violation
To enforce compliance, the violation of QCO provisions falls under the purview of the Bureau of Indian Standards (BIS) Act, 2016. Violators can face penalties, including imprisonment of up to two years or a minimum fine of Rs 2 lakh for the first offense. Subsequent offenses can result in a higher fine, extending up to ten times the value of the goods or articles.
