NCPCR: Children in Street Situations (CiSS) App
Recently, Children in Street Situations (CiSS) App was launched by ‘National Commission for the Protection of Child Rights (NCPCR)’ for the rehabilitation of children.
Key Facts
- This app was launched under Baal Swaraj portal, in order to help in rehabilitation process of Children in Street Situations.
- CiSS application is used to receive data of children in street situations from states and union territories, in order to track their rescue and rehabilitation process.
- Initiative is being taken under the direction of the Supreme Court.
- Initiative has been launched under Article 51 (A) of the Constitution of India.
Baal Swaraj Portal
NCPCR launched the Baal Swaraj portal for digital real-time monitoring mechanism and online tracking of children, who are in need of care and protection. It has two functions- COVID care and CiSS. This portal is a first-of-its-kind initiative in India, launched for children in street situations.
COVID Care link of portal
The COVID Care link is for children who lost either or both parents to COVID-19 or otherwise after March 2020. It works on following six stages framework for the rehabilitation of children.
- Collection of the details of Child, which is accomplished through the portal.
- Social Investigating Report (SIR), to investigate the background of Child. Investigation is done under the supervision of District Child Protection Unit (DCPU) by District Child Protection Officer (DCPO).
- Formulation of an Individual Care Plan (ICP) for the child.
- Order of the Child Welfare Committee (CWC) on the basis of ‘SIR’.
- Allocation of the schemes and benefits that beneficiary can avail of.
- Making of checklist, for the evaluation of the progress.
Categorization of Children
Standard Operating Procedure for Care & Protection of Children in Street Situations 2.0 clubs the child under ‘Children in Street Situation’ if he is living on the streets alone, living on the streets with family or living on the streets during the day. This phenomenon happens due to migration of families from rural to urban areas, for a better standard of living.
