UDID Project

The UDID project Unique ID for Persons with Disability project. The project aims to create a national database for persons with disabilities.

About the Project

The project was launched in 2016. It is implemented by the Department of Empowerment of Persons with disabilities. Also, the project provides UDID card to the persons with disabilities. In June 2021, the Government of India made it mandatory for all states and union territories to provide disability certificates only in online mode. This is also under the purview of the UDID project.

Functions of UDID

The project facilitates online filing and submission of the application form to obtain disability certificate. It fast tracks the process of calculating the disability percentage by the hospitals. It includes all the disabilities that are included in Disabilities Act, 1995. They are blindness, cerebral palsy, low vision, hearing impairment, mental illness, mental retardation, leprosy cured, locomotor disability. The project collects employment details, identity details, personal details (name and address) and disability details from a person to create UDID.

Benefits

The project removes the need to carry multiple documents. Because, the UDID card has all details about the disabled person. It acts as a single document of identification to avail several benefits. It also helps the government enterprises to track the financial progress of the disabled persons starting from village, block to national level. The project enhances transparency and efficiency. It helps in non-duplication of data.

Need for UDID project

According to 2011 census, there are 2.68 crores of disabled persons in India. This is 2% of the total population. Also, no data is maintained at district level. Also, there is no employment-wise or education-wise data of the disabled persons in the country. Currently, only 50% of the disabled persons in the country hold a disability certificate. Also, the Rights of Persons with Disabilities Act, 2016 increased the number of disabilities from 7 to 21.
