Digital Employment Exchange
Digital Employment Exchange is a voluntary job portal launched in 2015 by the Ministry of Micro, Small and Medium Scale Enterprises for companies and industrial units to find suitable manpower and assist the job seekers to connect with an employer. Though conceptually similar to the traditional employment exchanges, unlike the traditional Employment Exchange formed under Employment Exchanges (Compulsory Notification of Vacancies) Act, 1959, it is not mandatory for organisations to notify vacancies on Digital Employment Exchange.
Objective
The aim and objective of this platform are same as the traditional Employment Exchanges. This portal, however, has been created to cater to the needs of mainly the micro and small and medium enterprises (MSMEs) which generally employ less than 25 people. It aims to address the lack of skilled workforce, especially in the MSME units. As the large units are dependent upon on MSMEs as suppliers, there is a need for high-quality output which is not possible in the absence of skilled manpower. In addition, at present, the government is keen to focus on skilling to reap the demographic dividend. Government has unveiled “Skill India” programme in 2015 under the aegis of Ministry of Skill Development & Entrepreneurship to provide an online collaborative platform to help disseminate information to the citizens on reliable information on skill options, opportunities, information on various providers and provides them the details of various affiliated and accredited training partners and infrastructure providers. But if the skilled persons do not find the appropriate jobs and the appropriate employer, it will result in frustration and skepticism to the entire skilling programme of the government.
Administration of Digital Employment Exchange
Digital Employment Exchange is purely voluntary in nature. it has been created due to rising pressure from many MSMEs. The services offered by the digital employment exchanges are free of cost. Further, the services offered by it are not restricted to MSMEs alone. If needed, large scale manufacturing establishments can also post their requirements on the platform.
